This is patently false. Israel has always adopted outsiders into the people. The mixed multitude, Ruth, etc. So halakhically speaking, there are two ways you can have Jewish identity. The first is to be born of Jewish mother, and the second is to be a lawful convert.You dont become a Jew. Either you are one or you are not.
