Lazarus ....!

Human action is clearly indicated and demanded in Eph 1:4 when we are told to "be holy and without blame before Him in Love":

(Eph 1:4) according as He chose us in Him before the foundation of the world, that we should be holy and without blame before Him in love,

How can one satisfy that requirement without being a Christian who believes "in Christ"?
No, it's not clearly indicated. Why are you to be holy and blameless according to the text? "that would should be".
 
Predestined to be In Christ from the foundation of the world.
predestined in Him is not being saved in Him since no one existed before the foundation of the world, We are in Him when we become saved since we were all outside of Christ as many passages teach and enemies of Christ prior to salvation. See Eph 2.

No one says otherwise. That does not preclude you from being chosen in Christ from the foundation of the world.
