Not necessarily. But it could be a reason in some circumstances (cf. the Israelite invasion of Canaan.)

However I note Ukraine doesn't have it, so it isn't necessarily relevant to this thread. However an issue is that Ukraine is very likely to have it if, as it desires, it goes down the road of EU membership. The EU is virulently pro-gay.
