It's not a force. It's the molecular composition of the scent of the rose and the carnation. They are different, therefore they smell differently to those organisms that can detect the chemicals dispersed by each flower. You might as well ask What force of nature makes the daisy and buttercup colours unique? The answer is the wavelengths of light absorbed by the petals. There's no magic here.
