to intercede, to expiate, to stand in the gap and make up the difference of God's holiness to man's sinfulness.

See above. God asks us to be holy as He is holy. The commandments are for that purpose.

We're talking two separate ideas. The context in Ezekiel 22 is saving destruction in the land. Praying doesn't require an intermediary. Even Jesus said to pray directly to the Father.
