It's not really God knows who would believe....but rather God choose those prior to the beginning of the world...who he would would give ears to hear. Those who He would grant the ability to come to Christ Jesus.

It is true, we don't know who God has chosen so we should spread the gospel to all.

The gospel goes out to all and commanded and the ones who are elect/chosen/predestined will come to Christ. The gospel has various effencts on people as the parable of the 4 soils teaches.

Matthew 13

Correct. We also understand from that, that Jesus didn't die for all men.

Exactly. I think the disagreement is how does He know. By simple observation, which creates all kinds of problems, or because those who believe are be Gods decree.
