I strongly disagree. By definition, doing nothing cannot do harm.
Isn’t neglect harm?

I mean, you have a dependant, you don’t care for them, they get sick, starve and die. Seems like harm. Whoops I see this was brought up. Im working from a cell phone and I thought I was answering the last post on the thread. Didn’t mean to pile on.

Not to my knowledge.
If (s)he doesn’t have a sound medical reason, it’s pretty much unethical from my pov. If doing so causes the abandonment of previous relationships of care without arranging care elsewhere, or delays therapy or diagnosis, then in a medical sense they are causing harm, as far as I’m concerned. Hang’em out to dry.
