Format software ceased working?

The format software for posting that shows above the message you are preparing, shows all the options grayed out. Can no longer make some fonts appear in "Bold" , etc.

I've found that the formatting element of the forum software only works on computers.

It's not working on my android phone.
It hasn't worked with this new version of the forum.

It had stopped on my PC. Its now working again for me on my PC.
