You've already established that it isn't possible to verify whether or not God cannot lie, but is it possible to verify if he has not lied when it comes specifically to the two things mentioned is the question because you can establish if it has been recorded that he failed in his promise or purpose. There's only one way to do that. Through the Bible. The Bible is where you get the concept of the existence of the God in question. It's the only source you have. To do away with that is to ignore the evidence.

If the Harry Potter novels were the only source of evidence for the existence of Hogwarts, and somebody believed on this basis alone, you would think them mad.

For one reason Harry Potter, like, for example, the Book of Mormon, have many real places and events that can't be corroborated. But what you have to realize is that the Bible is the only source of data regarding the God you question. You aren't looking for confirmation of God's existence when you begin your examination of the Bible, you are looking to see what it's all about. What it says. If someone comes across a painting in a cave they don't start on the assumption that the story the painting tells is true, they want to find out what the story says and what it might mean. Then you can start to understand whether or not it's true and in what way it may be true.
