God's Living and Active Word

[Our Lord's God]

"For the word of God is living and active, sharper than any two-edged sword, piercing to the division of soul and of spirit, of joints and of marrow, and discerning the thoughts and intentions of the heart."(Heb 4:12)

Debate question: Is this verse that describes the liveliness and power of God's Word a universal truth that God's Word does as described to all who hear, or does it only judge the thoughts and intentions of existing believers?

But in these last days God has spoken to us in a Son...... Hebrews 1:2

12 For the word of God is living and active and sharper than any two-edged sword, and piercing as far as the division of soul and spirit, of both joints and marrow, and able to judge the thoughts and intentions of the heart. 13 And there is no creature hidden from His sight, but all things are open and laid bare to the eyes of Him with whom we have to do. 14 Therefore, since we have a great high priest who has passed through the heavens, Jesus the Son of God, let us hold fast our confession.

He's referring to A PERSON.
