Those who are given life have faith, can see and repent.

Abram had it and it was accounted to him for righteousness. David had it, Isaiah had it, etc. and every one of them was "Fallen". And in every case, it was as a result of GOD'S WORD to them. The Holy SPirit has ALWAYS COME UPON man.

The only thing "NEW" in the New Covenant is that the Holy Spirit now INDWELLS Christians, and cleanses them from SIN.
