There are usually multiple highly qualified candidates for most positions. Therefore qualifications other than experience and knowledge can and should be taken into consideration.

The Constitution says that all "persons" should be counted in the census, whereas in other places in the Constitution, rights are assigned to "citizens".

No one is arguing that noncitizens be allowed to vote. No one.

. They are both important and are not mutually exclusive.

Yes. For the obvious reason that they consume resources, occupy space, create trash, have children, become sick, and die. All of which has a cost to the state which hosts them. They may also create wealth as well. Not having an accurate count means that planning and utilisation of public funds will be inaccurate.
