Maybe in a capitalist system. Not in a socialist system. maybe even limit the size of a city or district so it is more easily managed by a smaller group that is familiar with it's constituency.
History has shown that the more money, the more corruption. Why? The money is used to bribe and tempt people.

Yes. If someone is grossly rich in capitalism, it's just another day at the office. If someone is grossly rich in socialism, we will know someone is cheating the system. Socialism limits wealth(thus power and corruption). It also eradicates poverty.
