Sherrifs do to then. If your pulled over speeding they do not have to ticket you do they? They can simply tell you to slow down and let you go. Are you going to fire them?
It is one thing to apply some discretion in applying the speeding law if say, there are no posted limits, or if the person was only going 10 miles over, but it is not applying discretion if you decide to only apply the law to black people, or if you decide to never apply the law to anyone. "born" is something that happens at the end of pregnancy.
