the general meaning is all of the particular group mentioned

yet words draw their meaning from context

You might speak of everyone and depending on context it could have a limited or universal context

If you mean everyone on earth could be elect - no

If context is showing only those chosen is referred to - then yes
If the context is Salvation, its the Elect or Sheep, Salvation in Christ with Eternal Glory is specifically for them 2 Tim 2 10

Therefore I endure all things for the elect’s sakes, that they may also obtain the salvation which is in Christ Jesus with eternal glory.
