Why do some people have a 'start conversation' on their profile but others don't?

Following are two ways. Don't know if there are more.
1) Click on envelope next to your username in the upper right corner, then click on "Start a new conversation".
2) Place your pointer over the username of the person you want to converse with, then click on "Start conversation".
As to your question, perhaps you are on some people's "ignore" list?

Thankyou. I will try number 1. Number 2 I can't as there is no "Start conversation" button.

You could also click on your name in upper right corner, then select [Privacy]; near the bottom there is an option for [Start Conversation With]
