So before faith the Spirit only works externally?

You seem to forget that John 3:16 doesn't actually say what you posted. Also, how do you handle John 3:18, that says that the one who does not believe is condemned already. Is it possible to change from being condemned already, since condemnation means death, so the verse is saying they are dead already? God did not send His Son into the world to condemn the world, that is the second coming. This is the first coming. He is telling the Jewish people that they are wrong about the Messiah. Jesus has come first to present salvation to the world, that those God has chosen to save, find their salvation in Christ. His second coming is to condemn the world. Even the demons didn't get this for they asked Jesus if He had come to judge them "before the time".
