I believe it was the Lord who hardened their minds. The law is for those whose mind is veiled(Romans 3:19-21). This is to show that man is totally depraved.
Verse 16 is often taken out of context by those who wish to distort the Gospel. They believe that one can turn to the Lord on their own will. They refuse to acknowledge that only by regeneration is one able to repent and turn to the Lord. This is a false Gospel, one that God abhors.
The true Gospel states that Jesus Christ alone fulfilled all conditions of salvation. Anything added to this or taken away from this would be a false gospel.
