Why did God chose the shedding of blood to be necessary for the forgiveness of sins?

The very word "Law" is penal language.

And it permeates the reason Christ came and why he suffered.

Saying there is no "penal" language about the atonement is a flat out lie.
 
And almost all things are cleansed with blood, according to the Law, and without the shedding of blood there is no forgiveness.
For if the blood of goats and bulls, with the sprinkling of the ashes of a heifer, sanctifies those who have been defiled so that their flesh is purified,
how much more will the blood of Christ, who through the eternal Spirit offered himself without blemish to God, purify our conscience from dead works to worship the living God! Hebrews 9:12-14

but if we walk in the light as he himself is in the light, we have fellowship with one another, and the blood of Jesus his Son cleanses us from all sin. 1John 1:7

And the Lord God made garments of skins for the man and for his wife, and clothed them. Gen 3:21
The first account of the shedding of blood was the animals who died so that Adam and Eve could be covered of their nakedness after they had sinned.

Why did God chose the shedding of blood to be necessary for the forgiveness of sins?
Life is in the blood. It seems that what God prizes above everything else is life. So it is not so much blood itsself, but the life in it that God honors.
