They are the super elites who your government(and YOU) owes money to. It seems to me, every country is ruled by an elitist class. These are basically the richest people in the said country, but many of them serve outside elites(mainly of the west), who are more wealthier than them.
These people gained that power by being ruthless. Yes before they ruled the police, they ruled thugs. Basically organized crime figures.
These people bankroll your politicians via campaign donations and have the government in their pocket.
The come to your country, enslave it with debt and thats where capitalism begins.
Now when that debt is being built, many flourish which creates the middle class and upper middle class. When that debt becomes unsustainable, the ride is over and the middle class starts to fall apart, and thus creates HUGE wealth gaps. In most capitalist countries today you have the wealthy and the poor, not much in between.
The west/capitalists) also install dictators and oppressors in these newly conquered countries. To make sure they are able to collect on their investments, and to help STEAL the countries resources.
On the way back I watched the movie "fearless" with Jet Li and it explains how the British conquered China and oppressed it.
