If everyone gets the same amount of saving grace

Romans 9 indicates that He shows mercy to SOME, and He hardens others. Draw your own conclusion.
That's a pretty vacuous way of stating the issue. Doesn't the bible say very clearly why God refuses mercy (James 2:13)? Pharaoh had been oppressing the Israelites for a long time. He could have let the Israelites go, but God hardened his heart. Just because he was not an Israelite didn't automatically preclude him from making the right decision, as per King Abimelech of Gerar, who had similar threat of cursing made against him in Gen 20:6 by God on account of his oppressive behavior toward Abraham, but God didn't harden his heart. Instead Abimelech let Sarah go (Gen 20:14).
 
Saw this one pop-up to the top of the list.

I do not quite understand why this is confusing. What do people think grace is, some kind of substance that is poured into a person?
