God knowing what he is going to do does not necessarily entail Omniscience, Omnipotence, etc.... any more than you knowing what you are going to do in the next 10 seconds entails that you have Omniscience, Omnipotence, etc.....
God knowing that he is going to send his son back to the earth in the future does not mean he's locked into a predetermined future on other topics.

He is your creator so I would say yes. The very fact He replaces the heart of stone changes your desires. By doing so He causes you to obey His statutes.
